This is due to your low processor and low configured RAM. Buy new processor and RAM and again play your game. Good luck.

Although Simcity is an old game supported by win95 and the like, you can still run it on the newer OSes like XP as well. To do that just right-click the " .exe" file and select properties click compatibility, and select compatibility mode to "Win95" and click OK. You can also disable visual themes or choose to run in 256 colour mode if required. If nothing works try reinstalling the game.

All the info i can find Maxis SimCity 200 states system requires Windows 95. If you REALY want to play the game, try making your system a dual OS machine with your existing XP and Win95
