My dehumidifier looks fine, sounds fine but no water seems to be draining from the unit through the exit tube attached -- I can also smell that the basement is musty so I know that it is not collecting water appropriately. Is it time for a new dehumidifier? It is less than 3 years old but has run constantly . . .

It sounds like your dehumidifier needs to be professionally cleaned. What could be causing the problem is a buildup on the inside of your dehumidifier where the water drains out and it is causing the water to not drain properly. Additionally, I would check to verify that the drain hole is tightly secured with the plug. I know you stated that the bucket is not leaking but have you removed it to verify? Same thing happening here! I hear the fan and compressor both running. Mine is a little under 5 yrs.
"Dehumidifier running but not producing water", but it also cycles as if it removed the moisture.
