The starter Bendix gear must be stuck in the disengage position, and is not engaging the flywheel. Try hitting the starter with a rubber mallet or with a piece of wood and a hammer. You may be able to loosen the gear by spraying some WD40 or the like into the gear. You probably should take the starter off to clean /lube the gear. If all fails, you're looking at a new starter.
