No video Tv had sound but no video 200 volts for rgb drivers is 290v crt drivers have 1.4v on emitter and .2 on base v out on tuner is(tp12) is 4.5 plz help ,,,,,,,,,,,John Toshiba cz19m21

From voltage given by you states that rgb output voltage is more than normal & drive is only .2 volt which is abnormal means signal is not coming from chroma ic. so check for loose connection in chroma ic or connector loose. same time your drive voltage abnormal is due to signal not coming so no voltage drop & more voltage. also check for crt base loose. hope this will help. good luck.

I THINK YOU MEAN RETRACE LINE. if your tv has retrace line the video amp circuit should be checked its a transistor or in other cases its a IC replace either of them.if its an transistor on circuit voltage measurements shoutld be 2.4 volts from the emitter amd 2.8 volts on the base.can also be a faulty inductor..good luck.if you are not a tech have a tech repair your tv.

There are re-trace lines across the CRT.

check the G2 ,if to high retrace lines wil be vissable.If ok check the RGB,12V on picturetube panel.
Are the lines in one collor then check the circuit of theat collor

Sony KD-36XS955 36 inch wega televison has yellow caste, cannot adjust to get any blue color. Has same problem on both cable and Directv. Unit is about 3 years old.

It is one of two issues, the blue video driver is defective, or the blue gun in the picture tube is open. This will need a tv tech to varify the problem and suggest a course of action.

I have a friend with a quasar SP-3231 television manufactured in 1998. When they try to turn on the tv, you can hear the relays engage, but the picture never comes up. Preliminary testing indicates there...

The set you are talking about I am unfamiliar with .. however as an engineer for 23 years I am sure it is not unlike any other CRT TV as you say you have no voltage on the rgb is the tube heater on ( you should see a glow at the end of the tube ) if not check you heater rail voltage , check your oscilator Ht output transistor should be 300 to 360 volts on the emitter if this goes down then the lineoutput satge will not opperate hence no picture and in many cases the audio is fed from the secondry of the Line output transformer hence no sound either .. DO NOT ATTEMPT TO DO THIS UNLESS YOU HAVE HAD TECHNICAL TRAINING VOLTAGES HERE ARE IN EXCESS OF 19 KV to 25,000 Volts DEPENDING ON TUBE SIZE AND SHOULD NEVER BE ATTEMPTED BY UNTRAINED PERSONEL... To repair a tv set

If it has white out with screen retrace lines it means that the 130-200 volt line is missing from the flyback transformer to the neck crt board. begin by checking if the .68ohm to 1ohm fusible resistor is open circuit.if it is then you either have a defective rgb drive chip, or in most sets a shorted drive transistor. a defective gun in the tube can also take out the fusible but unlikely.

you can try to check if the problem is near flyback transformer
you ha to disconnect the power cord , open tv and locate power
transistor for generate high voltage it is near the big four connector 
cable the transistore you have to dissolder from board and check
with multimeter if it is shorted or not in this way base to collector
junction about 500 or more base emitter the same  collector to emittor open - delfo

TV FINE UNTIL 2 NIGHTS AGO HAVE HAD 4 YEARS, STARTED HAVING A FOGGY SCREEN WITH WHITE HORIZONTAL LINES. My tv turns off on its own during session.

either the picture tube(crt) went bad, or the 200 volt source to it isnt there. this is usually derived from a pulse from the flyback transformer. in some sets, there are luminance buffer transistors(part of the rgb drive) that can go bad
