there are drivers needed for this item you may need to download them also re install your usb drivers an attach to a different usb port not thru a hub.

IF THE DEVICE IS OK THEN THE PROBLEM IS IN USB PORT OF LAPTOP.
FROM MICROSOFT WEBSITE DOWNLOAD AND INSTALL (DISABLE PREFETCH), HOPE SO THAT IT WILL SOLVE YOUR PROBLEM
Go to Start --> Control Panel --> Printers and Other Hardware --> System --> hardware --> device manager --> right click on the usb port that is malfunctioning (should have a red or yellow exclamation by it), right-click it and click on Update Driver
If that fails, try another USB port on the computer to see if you have more success
