That Dell error code indicates a hard drive issue. The link below has some information about running Dell hard drive diagnostics which don't require being able to boot to Windows. (There are other ways to test the hard drive by booting with a Repair CD or other tools, but the Dell test should be sufficient.)

Step 1: Start the PSA Diagnostics

1. Restart the system.
   
2. At the Dell logo screen, press <F12>.
   
Note: Some systems do not have an F12 key, to access the boot options you have to press the <0> (zero) key at the Dell logo screen.
3. At the One Time Boot menu, press the <Down> arrow key to highlight Diagnostics, then press <Enter> to begin PSA.
   
4. Write down any error codes listed.
   
5. Use the list provided in the next section to see what the error code means.
   

I am afraid that this error normally points to a drive failure. You may need to get a new hard disk from Dell.
