go into the bios (do this by hitting the del, f2, or f1 key right when you turn the system on)
Once you are in the bios there will be an option somewhere listing your drives (cd, hard drive, floppy drive). Change the floppy drive setting the disabled or none. save and reboot.
You have to configure your CMOS/BIOS. On powerup, press "Del" or whatever key is necessary to enter CMOS/BIOS Setup. Once inside, verify that 1.44 FDD is enabled/checked that is if your PC has got one and set to None if none, thereafter Save & Exit. Verify also that the FDD is connected to a power connector from the PC's power supply. Likewise check that the flat cable is securely connected. It the FDD shows a continuous light, it may be that the flat cable was wired/connected wrong, if this is the case, simply reverse the way it is connected to the rear of the FDD.
