Is Netflix free with Comcast customers ? I have tv/phone and computer.

Not generally. Netflix is a standalone subscription service that delivers video content to your internet connected computer or wifi enabled tv, phone, or device. While Comcast could possibly offer Netflix as part of a promotional campaign, Netflix is not part of Comcast and is available to anyone on a month to month basis.

If I pay 7.99a month for netflix how many tv can I use it on?

Netflix states in their policy that you can use your account on any device, so long as you only use it on one device at a time. Therefore you can watch a Netflix movie on your main TV, stop it, then go to your bedroom TV and resume it there. That said, you aren't permitted to be watching Netflix on your main TV while someone is watching something else on Netflix in another room using the same account (although people do it all the time).
