You didn't mention your location or the type(s) of digital system signals you lost, but if you've been listening to an EDACS system it's possible that the manager has switched on the PROVOICE security option. That would prevent your scanners from recognizing the effected users and would also account for both scanners being effected. If your area is using EDACS I suggest that you visit www.RadioReference.com to check on system particulars.
The PRO-95 is also known for losing its logic and requiring a RESET or INITIALIZE, although it would odd for two units to go squirrelly at the same time.
If all else fails, you can RESET or INITIALIZE the scanners to bring them back to normal operation.
