its in your cold water line valve to the washer if it works good with hot water the valve are incoming line being blocked when you turn it on the pressure comes in fast then when pressure is gone water slows down so when its off the pressure builds back up it runs fast then slow

Hello. Yes there is a fill level pressure switch. It is pressure activated by the pressure of water rising in a tube as the water rises in the tub.It's easy to find and easy to replace. Look for the tube and follow it to the switch. Parts for Kenmore are available at 1-800-516-9625 or at http:\www.sears.com.

I have seen this problem numerous times on service calls. It sounds like you have a siphoning problem. The key symptom is the wash tub that continously attempts to fill, but cannot achieve the proper water level. This is often caused by not having an air gap on your drain line, improper placement of the drain hose, or a standpipe that is too small in diameter. The following link explains:
If you place the drain hose in the standpipe too far, or seal the top of the standpipe, this can cause a vacuum which will cause the symptoms you describe. A tell-tale sign will be a sucking noise as you pull the drain hose from the standpipe. Read through the link I provided. This machine has a water valve that works on vaccuum from the tub. You will see a small clear hose that runs from the side of the tub up to this valve. This valve is adjustable to change the water level in the tub to desired setting on some machines, but if it goes bad, it will not shut off, thus overflowing the tub. Find this valve and replace it if adjustment does not work.
