Question about Haier washer RWT400AW User Manual
Don't think the tub can be removed with any ease!
Best thing to do is fill with warm water let it soak and try to remove the paper first. Finish running empty after removing as much of the paper that you can.

Without knowing the model number of your washer I will not be able to provide any model specific information. You did not indicate the size or shape of the spots. If you use cold water wash and rinses regularly it may have an accumulation of un-dissolved detergent, dirt/grime and body oils stuck on the inside wall of the outer tub. When washing using Hot water, it is causing some of the accumulation to break loose in small clumps and re-depositing on the clothes.
When this happens, the basket normally must be removed in order to scrap and clean the accumulation from the inside of the outer tub. Also, make sure to clean under the agitator when you remove it. Here is a video to show you how to get to the outer tub.
