3AND 3/4 DIVIDED 1 AND 1/8
Convert both to improper fractions, divide, then simplify.
3 3/4 is 15/4, 1 1/8 is 9/8. Dividing 15/4 by 9/8 is 120/36. Reducing to lowest terms gives 10/3, which is 3 and 1/3.

It's all due to the "base" in which you count,
and your definition of "exactly" divided,
right down to each of the 7 pieces being the *SAME* number of atomic particles, placed end-to-end.
If you used "base-seven", then 22 (base-ten) would be written as 31 (base-seven). So, 31 (base-seven) divided by 7 (base-7) would be '3.1' (3 times 1*7**0 + 1/7**1), where '3.1' (base-seven) is *NOT* an irrational number.

Yes, it's possible because not all numbers are multiples of ten. For example if you divide 63 by 30 (which is multiple of 10) you get 2 and remainder 3 (because 63=2*30+3).
