It sound as though the boiler is blocked by scale. May also be the coffee filter that's blocked. I am not familiar with this machine, but assuming that it's just a manual espresso machine, try running it with the filter handle removed. Any water emerging? If so, the coffee filter cup and/or filter handle outlets may be blocked. If there is only a small flow the boiler is almost certainly blocked with scale and descaling may cure the problem (do the first run with the filter handle off the machine. Next run with it on)

Connect Saeco Incanto Classico machine directly to water source

In our shop we come off the treated water supply with a water pressure regulator (adjusted to a very low pressure)and use a barbed fitting to connect to the hose inside the machine. You should be able to do something similar by removing the water tank seat on the body of the machibne and using the existing hole to connect your water. Steam still coming through brew group even when pump not ON

I posted response and solution to similar issue see post below and comments :

YOU NEED TO LET MACHINE COOL OFF AFTER YOU TURN IT OFF OUCH!!
You can release pressure placing a cup under steam wand open slowly and partially while machine is OFF and let hiss out slowly. Then open cup slowly if you have to force it open DON'T. That PUCK sound can make you afraid of your machine can't it. I wont admit I haven't done that four or five times.

We have a Saeco Classico that worked very well when we first got the machine. Now the coffee is bitter and there is no crema in the shot at all. We tried changing grinds and tamping, nothing seems to work. Can you help? Thanks so much. We miss our morning coffee :-)

Prime it

1. Open the steam knob all the way.
2. Turn on the pump (coffee Button)
3. Turn on the power to the machine.

The machine will start to pump hot water out from the steam wand. When you get a steady flow, your machine has been primed.

Water Too Hot, Coffee Too Watery

Sounds like there is something wrong with the machine. Could be the thermostats or maybe something like an internal leak that is causing the machine to overheat. It sounds to me like you need someone to take a look at it..
