Its blacklisted is there anyway to remove seeing how i brought it off someone this way or possible a way to bypass it with software

You can't. If it is blacklisted, it means it is stolen. Blacklisting is done with the IMEI number that identifies that phone at firmware level. There is no way around it.

Take the phone and yourself to the shop or mall kiosk of your cellphone carrier. Tell them the reason why your phone should NOT be blacklisted. Only they can remove it.

Why would my phone which came from walmart and never been activated have 18 digit imei and us cellular blacklist

I hope i am wrong but It is a little bit doubtful. Phones even with dual sim have separate 17 imei codes. Anyway, if you are in doubt try to return the phone back. Don't want to judge too early, but It may have been tampered. Best possible way is to return it.

The only way to fix it is changing the imei. What wireless carriers blacklist is really the phone's imei. It also needs to be an imei that nobody is using, you best bet could be an old phone you have lying around or from a friend's. You can also try and talk to the wireless carrier that blacklisted the phone, but then probably you would have to pay whatever is in balance from the previous owner.

If your phone has been Blacklisted, or your ESN has been blocked that means the carrier is blocking the MAC address on your LogicBoard. The only way to resolve this is to convince the Carrier to unblock it, or replace the LogicBoard on the phone as it will have a new MAC address which will not be blocked.

Take it to a local retailer. Its possible that the IMEI was blacklisted and possibly marked stolen on accident. Check with a local retailer of cellular provider to see if they can remove it off the blacklist.
