update your skype to the latest version, direct x (Windows update) andvideo card drivers from your manufacturer (go to manufactureres site;they'll lead you through it)
start with your webcam off, Go toTools, options, video settings. Click on Enable Skype video and Startmy video when Skype turns on. Then select "default video device".
