Data Connection REfused means that your device has no data. Either you dont have a data service on your plan or your device is not programed correctly. Try a battery reset to see if it gets rid of the message or call your SP Tech support its free

You have to set up your connection through your service provider. if tmobile, then http://tmobileuspublic.wdsglobal.com/phonefirst otherwise cingular/att has their own as well...
