There is no adjustment like you are believing. You can order three different pressure switches for that pump. 25,40 and 50 PSI.

How do I convert my regular recipes to work in a pressure cooker?

The best answer to that is; trial and error.

I would decrease the cooking time in a pressure cooker by two thirds. Pressure cookers also don't evaporate very much so you might need to reduce the amount of liquid that you use, but not so little that steam can't be formed from the remaining liquid.

Screws on top of head are loose

They are 8 or 10 or maybe 11mm hex head? If so they hold the rocker/ follower cover on. Over time the original cork or even elastomeric seal will extrude out of position a little bit. If there is a little oil leak there currently, snugging the screws will not help too much, but it will reduce the chance of the screw falling out.

When the faucet is turned on outside there is a banging sound almost like a hammer. Under the sink in the closet bathroom the pipes are even shaking when this banging is happening. What is going on?

This is an occurance called "Water Hammer" or Hydraulic Shock, which is caused by a sudden change in fluid (water) pressure. You can try a few things, but ulness you're handy and confident in your skills, you should consult a Licensed Plumber for repair. Either way, you should fix the problem as soon as you can, As over time, this can cause damage to the pipes. There are "screw in" or "solder in" air chambers designed specifically to eliminate this problem, by allowing an area of expansion. You can try and reduce the household water pressure Secure the waterpipes with clamps to the wall or reduce movement. For the immediate, short term solution, try turning the faucet off slower to reduce the sudden pressure change.

Where is the fuel filter located on a 2002 Lincoln LS, V8 and how do you reduce the pressure on the fuel line in order to safely remove and replace fuel filter.

To relive the fuel pressure look under hood on drivers side front of engine locate the fuel line where it goes into the fuel rail, trace it back a little ways and you will see a schrader valve for checking fuel pressure. Remove the plastic cap and take something like a small screw driver and press the pin in center to release pressure.
To replace fuel filter you have to remove left front wheel and inner plastic fender panel and fuel filter is located behind this at the back area.

Water flow is too powerful..

I got you, you want a screen to be put on the spout!
check the inside of the spout. there may be a internal thread, if it is, then you can get a external thread screen from home depot.
