First change the batteries. If that does not help, perhaps the user manual will give some hint as to what this means. I hope this helps.

Honeywell thermostat

Honeywell has made a huge number of thermostats over the years. Directions for each are specific to each model. Your model number will begin with the letters, T, TH, RTH, C, or CT and is on the back of the thermostat.
Once you have the model number, you can obtain the owner & programming information by supplying it on the Honeywell webpage, here.
If you are having trouble, either contact Honeywell directly - or repost here.
Good luck!

The problem with the honeywell brand is that the only dependable units begin with TH not RTH the RTH is for residential and you can purchase those at a local home improvement store. Go on Ebay and spend the money for a quality t-stat. "you get what you pay for"

Honeywell RTH 221 Programmable Thermostat. Jumper missing

The proper way to do it would be to use a small piece of wire stripped at the ends. Then use a small amount fo solder on each end to connect RC to RH. Or use a small piece of solid(stiff) wire and strip the ends. The wrap the ends around the connector and crimp them to make contact. I would not use a paper clip. A paper clip is not designed to carry 24volt current and could melt.
