If this is not your timer. add a comment

Batteries for most plug-in timers are internal rechargeable batteries.
They are not replaceable and cannot be accessed.

To charge the battery: plug timer into receptacle for an hour.
Afterward, unplug timer to set timer program
Next, plug lamp into timer, and then plug timer into wall.
Be sure that lamp is turned ON.

If battery does not charge, then display doesn't show. That means timer is busted.
About 6-8 of new timers are defective from the start.
If battery won't charge, then return timer for another one.
Most of these timers work for a season or two, and then you buy another.

Utilitec makes 2 different plug-in timers.
Utilitec 0155671 is about size of baseball and has 5 buttons and two outlets. Programming is shown on link below.
http://waterheatertimer.org/How-to-program-Utilitec-0155671.html

Utilitec 0144506 timer is small and rectangular with 5 buttons and slide switch located on top of timer. This timer can turn lights on-off once a day and has 1 outlet. 0144506 Instructions are given in steps shown below.

Steps:
-Plug timer into wall for 1 hour until rechargeable battery is charged and display shows.
-If battery will not charge, then check electricity to wall outlet, if electricity is good and battery will not charge, then timer is no good.
-Lamp has to be turned on for timer to work. Check bulb if timer stops working.

-Unplug timer to set program.
-Press reset button with paper clip to remove any programming.

-Slide switch on top of timer to 'Timer'
1) Set current time
Hold down Time button
Press HOUR until current hour am-pm shows in display.

Press HOUR until ON hour with am-pm displays.
Hold down ON button.
Press MIN until ON minute displays.

2) Program OFF > this is when you want lamp to turn OFF

I have no programming instructions for the Utilitec in wall digital timer. I can't find a website or phone number for the manufacturer. Lowes Home Improvement can't help me. The timer has the following...

I posted a webpage for Utilitec timers that shows instructions and wiring tips.

Utilitec seems to be another pacific rim knock off product with nobody claiming ownership of the product. The body of the timer looks just like Intermatic, with identical markings. That's what happen when we exported all our knowledge along with our jobs. The other guy copied everything, put up a cheap product, exports our dollar for their profit, and never gives customer service.

I installed the Utilitech self-adjusting timer exactly as shown in the instructions: black to black, red to red, green to ground and white to neutral. It didn't work. I swapped out all of the colors. ...

Here's a Utilitec page with step by step wiring help:
http://waterheatertimer.org/Program-wire-Utilitec-LW60419.html

I've done testing on the Utilitec.
Utilitec timers are made to replace 2-pole switches where one switch (or one timer) controls the lights.

If display shows after wiring timer, then wiring is usually correct
If display does not show, then electricity is OFF
If you are replacing a 3-way switch, the Utilitec is wrong timer
If the wiring is wrong the Utilitec will not function.
If you do not have a neutral wire in the box, the timer will not function
