Why not plug the cassette directly into the CD recorder? Are they trying to achieve some eqalization change? If not, then this should work. It's all analog at tape level.

Neither deck will play in a reverse direction. The lack of a key that looks like this "<" (the opposite of ">") is a big clue.

It can be any number of reasons, bad belts, "common issue" cassette motor not working or gear problems.
