Check the certificate of authenticity affixed to the case. Obtain the appropriate version of windows (Windows 7 versions can be downloaded from digital river). Boot from the disk. Follow prompts, insert key when prompted.
The key will allow installation, but will not activate via net. You will need to do this by phone.
You would then need to search the vendor site for the drivers and install. Usual order is, chipset, sound, ethernet/lan, video, wireless if fitted. Some boards require AHCI drivers as well.

HP has a special code that needs to be flashed onto the motherboard before the recover disks will work. Especially if the moptherboard has been replaced. I do this all the time as a tech.
You will need the motherboard tattooed which the process will flash enabling your disks to be recognized. Obviously you will have to seek out a HP tech to ahve this done.

so sorry to tell you but seems that your hard drive is bad now and you may need to replace it however you can try reinstalling the operating system with the help of a disk.
You can purchase the restore disks from Compaq directly if they still have any in stock. You can go to their website. I would not recommend reinstalling 98 on the computer. You would be better off wiping off the system and installing xp on it being that 98 is old and no longer supported.
