First try wiping it with a soft dry cloth. If the screen seems to not recognize your touch at all then it is a defect and hopefully you are insured to be able to get a new one free or reasonably cheap. Maybe, just maybe they can restore the lamp and screen on it by itself.
The same thing happened with my phone aswell last month. It means the touch sensor is not working of your phone anymore. You will have to fix it by a shop.
well you mean the screen is frozen up or not responsive to your touch? if so do a Hard reset and that will fix the issue the issue ,before doing it pull out the SD card.
