Just today I was on the Toshiba support site and read a question like this one. There is no way to override the password. They suggested reformatting the drive.

I'm afraid you may have purchased a stolen laptop. It is impossible to remove a HD/SSD drive password, there are no backdoor passwords and if the Toshiba has a Power on Password then this laptop cannot boot up. If the HD/SSD is password locked then remove the existing drive, replace it with a new HD or SSD, install Windows plus the Toshiba device drivers and programs to get a working laptop.
If it is the password that has been firmware locked, you cannot. This is to stop people who steal laptops from accessing data If its a BIOS password, access the bios by pressing ( I THINK) F2 or F1 or Del at start up, navigate through the BIOS screens until you find SET Password and remove it
Can you tell me whether this is a bios power on password, a hard drive lock password, or a windows administrative operating system password? I'm assuming that it is asking for a password when you say "locked".
