I have a 028 WB will not start without pouring gas in the carb as a primer , it has a new carb and fuel line and filter

1) Is the piston/cylinder condition good? It can be checked by removing the muffler and inspecting thru the exhaust port.
2) Is the impulse tube from the crankcase to the air filter housing in good condition? Make sure the impulse hole on filter base is not plugged. Apply as small pressure to the hole and listen for it to come into the lower end of the crankcase. You have to remove the carb to do that.
3) Is the intake manifold boot free of cracking or splitting?
4) When mounting the carb, no gaskets or sealers are to be used. The sealing ring on the intake manifold will take care of that. The impulse hole on the filter base will match up with the hole on the carb.
5) the worst case is that the crankshaft seals are leaking.

What is an impulse sealer?

An impulse sealer heat-seals objects by sending high current on impulse to a heater ribbon, equipped on the surface of the heat-sealing blade, to generate heat that enables thermal-sealing through thermal conductivity. The section to be sealed is placed between the heat-sealing blades, pressed and thermal-fused when current and heat are delivered on impulse through the heater ribbon. After the current stops the seal remains under pressure to cool and to give it a clean finish.
