When we turn on the computer the red ! error mark was on. The message reads printer error see your documentation and call service if necessary. It will not allow me to perform any other functions from here. Thanks for your help.

59.9 is a ETB motor error. You are going to have to replace the motor or the DC controller which drives the motor. If you are not a tech, now is the time to call one.
Counter reach its preconfigured limit it is just, you have to reset the counter back to zero count. This feature could be attributed not to overflow the waste bin.
In your web browser search bar, key in " epson reset software" the uppermost link is the one. Read the tutorial before doing so.
Press and hold “Stop”, “Maintenance”, and
“Power” buttons for about 10 seconds. A message will come on the screen
saying counter is reset and to turn the printer off. The R200 and
others don’t have a screen so just wait until the 10 seconds is up.
Turn the printer off, unplug the power
cord. Wait about 1 minute and power the printer back up. The counter
will be reset. That’s all there is to the reset procedure.
I just like to ask to where specifically you can see the red light. It will
help us determine what cause the red light. To give you heads up as well, the
Printer's LCD screen can help us determine what exactly the offline condition
of the CX3200 is:

Paper is jammed. Check for any obstructions under the unit's cover, and in the

Error Message: Scanner unit open -- > close the scanner unit
Solution: Carefully close the scanner and press it down until it clicks
securely into place.

necessary.
Solution: Press the ON button to turn off the Epson Stylus CX3200. Unlock the
transportation lock, if necessary. If it is already unlocked, toggle the lock
back and forth, 5-10 times. Turn on your Stylus CX3200 again.
Error Message:
Printer error -- > See your documentation and call service if necessary.
Solution: Press the ON button to turn off the Epson Stylus CX3200. Disconnect
it from power, and then reconnect it to power. Press the ON button to turn on
the Stylus CX3200.
