With no disk loaded and the dvd player turned on, the dynex blue screen turns on then the laser jams into one position and there is loud static sound.

Unfortunately the stepper rail linkage is defective that moves the laser pickup assembly, the only solution is replace the whole laser pickup assembly which is not cost effective, cheaper to buy a new portable dvd player.

I have a 22" LCD

Either your DVD players' laser pickup unit or its strip wire has got damaged. Laser pickup unit is one which reads the disc we put into it, and strip wire is one which connected between the main circuit board and laser pickup unit assembly. The strip wire damage is common for all cd players, and dvd players. Just replace the strip wire with a new one of same type; and see the effect. If it helps you it is OK. If not, replace the laser pickup unit assembly with same type and number.

Reads and then says no disc, Icleaned eye, still doesn't work

This a problem that is all to common, the laser pickup assembly is the issue and overtime the laser pickup becomes weaker until it reaches a point where it can't track anymore, to replace the assembly would not be cost effective, far cheaper to buy new.

When we put in a disc it comes up no disc and does not play (DVD and CD)

This is a laser pickup assembly problem caused by the laser becoming weaker overtime, or a pladder motor malfunction that the cd/dvd sits on, one possible solution is to clean the laser pickup lens with a Q-Tip and rubbing alcohol. If that fails! the assembly will need replacement "very expensive" or replace your machine "much cheaper"

CD drive not spinning up, why?

The Laser Pickup Assembly is the problem, usually caused by a weak laser pickup or a defective pladder motor that spins the cd's, one possible solution is clean the laser pickup lens with a Q-Tip and rubbing alcohol, if this fails the entire assembly must be replaced or buy new the cheaper option.

When i place a dvd to be played it reads no discs

The Laser Pickup Assembly is the problem, caused by a weak laser pickup lens, or the pladder motor that the dvd sits on is defective. One possible solution clean the laser pickup lens with a Q-Tip and rubbing alcohol. If there is no change it is more cost effective to replace the player with a new one than repair.

It won't play disks and just makes a lot of mechanical noises as it goes from disk to disk trying to play one.

The mechanical parts are working but the laser pickup assembly is not reading the disc. The possible causes are, dirty laser pickup lens, bad pladder motor, or no b+ to the motor, or worn out laser assembly system. Because of the expense of buying the Bose units I highly recommend a professional service man to work on the item.

It skips after 2minutes of playing and has been cleaned

Assuming that the laser lens is clean (you don't say how you cleaned it), the three top issues are: weak laser diode (they don't last forever), bad or weak carriage motor (the motor that moves the laser pickup across the disc), or the pickup assembly is simply out of alignment. Unless your player is too old and parts are not available, the laser pickup can be replaced with a new one...but obviously this is a job for a professional.

When you put the dvd in the slot in says loading and then makes a clicking noise and won't load. this is a combo tv and dvd player

The cliking noise is the laser pickup trying to focus on the disk, you either need to clean the laser pickup, or replace it. If it is out of warranty replacing the laser pickup is usually cost prohibitive. Department stores will sell laser pickup cleaners, it is a disk with little brushes attached to the bottom, try this first, if this does not fix it you can try to clean the lenz with a Q-tip and some windex on the Q-tip, but this usaly requires dis assembly of the tv to get to the laser pickup.
