I assume you have a wireless network set up with a wireless router, since you said you have a wireless laptop.
You need to share the printer on the desktop. You also need to set up both computers to be on the same network (for example, WORKGROUP or MSHOME, or a name of your choosing).Once shared and on the same network, you can go to the laptop and add a printer--just tell it that it is a network printer.
A caution--to work without further hassle, both computers need to be running the same version of Windows. If not, you'll need the driver disk for the system on your laptop.

When the internet connection goes down what does your network and sharing center say the status is? does it says access: local and internet? or does it say access: local only?
do any other pcs have this problem on your network?
if this is the only pc having this issue the best thing to do is contact Vista support while you are still under warranty so they can troubleshoot the issue further... more than likely simply need to update the drivers for the network connections... this is a known issue they have had in the past... its not your ISP if all other pcs are fine... its just one of the lovely side affects of Vista..

Try using external USB HUB (POWERED) Adapter. It might fix this issue.
Use an other USB cable and see.
If the problem still exist do not plug in the printer again, you may damage your USB port or even burn your laptop motherboard.

When you install the printer wait till you are prompted to hook up the usb cable. If you hook it up sooner that is the problem. You can have the usb cable to printer but not to the computer. Then run your install disc and you should be fine.
