Pure speculation on my part; I think your thermostat may be at fault.

Remove the cover of the wall unit to see if the wire terminals are marked with their functions.
There are no dangerous voltages present (24 Volts)

If you have a green lead, disconnect it to see if the fan shuts down.

You didn't state if it is the outside or inside fan that won't turn off so the above may not help at all.

Usually located inside the control area which is behind a service panel. Service panel also usually had the wiring diagram and possibly component locations. Can also be near the compressor on the small (high side) refrigerant line.

sounds like your problem is in the air handler. Sounds like the fan is not kicking on in the air handler this could be the board or the cap or fan motor you can run a micro farad test on the cap that goes to your evap motor be sure you take the leads off the cap and the mf are written on the cap itself. does the outside suction line which is the big line starting to freeze up? you can check your motor winding by running an ohms test across the motor winding. You do this by reading on the motor which wires goes to your start and run windings. You should get and ohms reading and if they are bad you will get infinity.

There may be pins on the circuit board inside the air handler that you can adjust. First turn off the breaker then look inside at the board. They may say 30-45-60-90 etc. Put the pin on a lower number. Do you have a digital or programmable T-stat? There may be a setting in the T-stat setup program that allows for blower delay also. consult you installation instructions. Last if the blower isn't turning off at all then the relay on the circuit board is stuck closed and should be replaced.
