Your problem in vertical outout section only. check feed back line. most probably electrolytic capacitor failure.

At the top of the tv screen about three inches wide there is a black line that covers the picture at the top of the screen

I, thats a vertical circuit problem with some capacitore ,they are leak or dry
and at the same time you replace the vertical ic and verify for bad soldering
in the vertical circuit.

well its all new now could be bad caps or vertical i.c. okay if you have a esr meter check around the i.c. for a leakey cap good luck

I have found an fix for this a capacitor 2494 needs to replaced.

Wide black area top of the screen.

More than likely it's not the crt. If the picture has "foldover" at the top of where the picture is currently, then more than likely there are bad caps. in the vertical scan circuit. If not, the vertical sizing probably just needs to be adjusted. You will have to get in to the service menu to do that.
