12.5 HP Troy Bilt riding garden tractor. Battery charged but when key is turned there is nothing. Not even a click. Light comes on indicating that it won't start, and goes out when clutch is engaged. Could it be the safety switch in the seat, or is there another problem?

Sounds like a safety switch is not working right. Mine won't start unless I pull back on the handle that engages the blades. If I make sure that handle is pulled up as far as it will go it starts. I disconnected the safety for the seat because when I turned my body the seat moved and shut the unit off and its a new machine.
You didn't include a model number so here is a link to Troy Bilt where you can download the user manual.

Do you hear a clicking sound???NO ?? Do you have the speed ?turning handles in the extrem OUT position? Is the ground cable connected to the engine block?? Is the Red cable connected to the + Positive post on the battery?? Is the BLACK cable connected to the - Negetive post on the battery?? Why did you need to replace the fuse? Is the battery charged??
If none of the above corrects the problem replace the ignition switch
Have you replaced the battery or the starter? I would start with the battery because if you do not keep the battery warm over the colder months it will drain without the ability to hold a charge.
There is a "starter" solenoid that closes when the ignition key is turned to the start position.
Follow the positive (red) battery cable from the battery post to the solenoid. If you have a 12 volt test light or volt meter, check to see if you have 12 volts on the battery side of the solenoid then turn the key to the start position and see if you have 12 volts on the starter side of the solenoid.
I believe you have a starter solenoid that has gone bad.
Good luck, let me know.
