When you reformat a hard drive or any disk you are basically wiping it clean: No more Windows, no more operating system. When the BIOS reboots it looks for the Operating system. Not finding anything that it can start it does nothing Blank screen.
You need to use the recovery media (CD-DVD/Rom s) that shipped with the computer. If you do not have them contact you manufacturer for a set. You may have to pay for them. You can also get Windows from a computer store or from an Internet store.
