what I mean is disconnect the throttle cable and test the unit at full throttle. this means you have to manually apply the throttle

Only does it when blades are engaged.

Will find engine model and test at full throttle later today, full throttle works fine, its a great machine, already cleaned the carb four times. it just throttles down when i turn right when blades are engaged

    It's really weird

Worked the throttle manually, if i were to tape it so the throttle was all the way open it would fine.

I took the air filter housing off and watched the throttle as i turned right with the blades engaged... the throttle actually began to close while turning right and opened back up when i turned left. It's beyond me...

Exmark Walk behind will not start.

Sounds like a bad flywheel or there are usually two magnets on the inside of the flywheel sometimes these magents fall off and with out they magnets you will not be able to produce the forces to start the mower hope this helps
