Drum won't spin on it's own but spins freely by hand.Was slow to start spinng before. Took front off but can not see belt at all, if it has one?

drive belt is normally accessed from the rear of the machine or if sealed rear from underneath(bottom) the belt is normally easier to get off the drive motor pulley first . Sounds like your belt is either already broken or has come away from drive unit or drum .

The idle speed screw (not the idle jet screw) is set too high. Turn it CCW while running until the chain stops turning, yet the engine keeps running. Hope this helps!
