The belt is ether the wrong size or you routed it the wrong way. Always use the original belt made for the mower. Parts guys will sell you a cheaper "FIT ALL" belt if you ask, but our shop will only use the original factory belts. Fit All's will not hold up and our not always the same lengths. George

Yeah, these belts can seem impossible to figure out. There are idler pulleys that press against the back of the belt. The routing is sometimes not obvious. Do a search for your particular model.
is the belt turning on the pullies but there not turning or is the belt not turning either
and you may not have the belt idler on right that is what is used to tighten the belt up
By lower belt i suppose you are reffering to the drive belt or the blade deck belt, either way these belts are usually tensioned by a spring loaded idler pulley. If the belt is still too loose even with the pulley tensioning it, it may be time for a new belt (that one may have streched out a bit).
Once a belt has slipped to the point of "smoking" it is time to replace it. It will have a worn spot on it that will cause a vibration throughout your entire tractor when you are driving in addition to being weak at the burned point
