If there is excess slack in the throttle cable, you can do 1 of 2 things. Either replace the cable, as over time it gets stretched out. Or you can look by the throttle and you should be able to slightly screw out the set screw and take a little slack out and then tighten the screw back up. Go under the mower and install a cable shorting clamp like you use for car park brake cables that are stretched, which is most likely your problem. You can buy this type of small "U" bolt clamp from any hardware store.
