How to restring mower

Making the assumption that you are asking how to replace the pull cord on a recoil starter on a vertical power mower engine...??
You must remove the plastic cover in some cases, and the shroud over the top of the engine to gain access to the gizzards of the recoil starter.
That also means in most cases loosening and removing cylinder head bolts, and you MUST use a torque wrench to replace them to the proper tightness, so be prepared.
Once you have the shroud removed, on the underside will be a round reel that is retained by several bent over tabs. You have to straighten at least two of the tabs, and then you can remove the cord reel.
BE CAREFUL, as there is a flat spring inside that will jump out and possibly injure you.
You have to get the correct cord, string it through the handle in place of the old, cut it to the proper length, feed it back through the shroud, and wind it on the reel. Then you have to pre-tension the spring so that the cord will retract after you pull on it.
Once you have the cord routed and fastened to the reel, and captured on the pull handle, you can wind up the spring.
Unless you are VERY handy and have strong hands, I would not recommend you do the repair yourself. The spring must be tensioned, and held in place. It does not want to stay, and will jump out easily.
If you get it tensioned, the cord in place, then the reel must be put back into the shroud and the tabs bent back in place. Then the shroud has to be re-installed on the top of the engine, and the bolts tightened properly.tom

How do I replace the pull cord on a craftsman 6.75 HP EZ walk?

Remove the three or four bolts holding on the pull cover and lift it off the mower.

Get a length of new pull cord and fish it into the hole the cord comes out of while passing it into the cord reel underneath the cover. There should be a hole in the reel where you can see where the cord should come out. Then you tie a knot into that end of the cord. With the cord now on the reel you wind it backwards with free end of the cable enough turns to **** in the free cord when you let it go. Usually 6-10 turns minimum. Remember to allow for the distance to the lawn mower handle! Unless your cord terminates at the top of the pull cover.

Wheels won't engage the reel of the mower.

Pop the cover off the center of the wheel with a small flat-blade screwdriver.
Pry the lock ring off the axle, again with the flat-blade screwdriver.
Lift the wheel off.

The small gear (pinion) lifts off of its axle. You may just need to lubricate the pinion gear and the little bar of metal that it engages. If the pinion is damaged, buy new ones; they're pretty cheap.

When reassembling, the lockring is easily clicked back on with a pair of pliers.

I found some replacements at The parts number for the pinion gear is 30737-2, 30737-3 (left and right) for the Scotts Classic.

Scotts 20" reel mower. Drive wheels will not turn blades any more. Blades turn freely, but will not be driven by wheels.

This is almost certainly a problem with worn pinion gears, which are unfortunately made of plastic. Replacements are just a couple of dollars, but you'll probably want to buy a few for each side in the event this happens again.
