Yes it looks like a Failing Hard Drive. I suggest you backup all your data. Press the F12 key at the Dell Logo, select diagnostics and run an extended diagnostics on your hard drive.

Your OS may be corrupted, you can do a recovery by pressing F11, F10 or F9. BE ADVISED THAT YOUR SYSTEM MAY NOT HAVE THIS FEATURE.
