I don't know what software you were using when this error occured, but it's likely this is some sort of encoding issue. Well, either that or the file is just corrupted. Generally, though, encoding issues such as this won't prevent a document from opening.
I've also seen this happen when you try and open a file with an application that is not intended to read it (e.g. trying to open a binary file with MS Word). Make sure you are using the correct application, as this is also a possible cause.
If I'm not making any sense, just know that I sometimes do that. I'd be happy to clarify if needed, just ask. ;-)
