How can I reset a water heater that overheated?

There is only one reason a water heater will overheat and that is a faulty thermostat.
It is the thermostat that allows the temperature to rise to a preset or selectable temperature, depending on the type, and when the correct temperature is reached the thermostat will switch off the supply to the element.

The most common type of thermostat is the traditional bi-metal type which has proved long-lasting and reliable but electronics have moved in to this field adding expense and complications.

Whichever type is fitted to your heater, in any case of overheating the thermostat should be replaced or in the case of an electronic thermostat it should be repaired and calibrated.

Water temp stays at 160 degrees

Specific type of water heater does not show on web search.
I am guessing you have tank-type electric water heater.
Did you replace both thermostats and test elements?
Element could be cracked, thermostats can stick open, upper thermostat wired incorrectly, wire shorted.
We know that electric power to water heater is good, and circuit breaker is good.
Why is eco is not tripping? Why is TP valve is not leaking?

Water gets to hot even when turned down all the way thus opening pressure release valve

I can get you started but might need more information.
Do you have tank-type electric or gas water heater?
Or indirect heater, or boiler, or tankless, or condensing, or under-counter?

If you have ordinary tank-type electric water heater, the thermostat is probably bad.
Replace thermostat(s)

If you have ordinary tank-type gas water heater, then thermostat can be bad, and thermostat is located on the gas control valve

Find age of water heater using serial number located on label on side of tank:

2) If you have tank-type gas water heater, thermostat is connected to gas valve, but you might have question about gas flame instead of thermostat.
Check manual, check flame, buy new gas valve at local home center.
Following link shows typical gas valve with brass thermostat:

3) If you have tankless electric or gas, the problem can be varied from internal to external causes.
Check manual, call service technician.
