My instructions read: decrease 1 stitch at end of next 9 rows (did that), then on following alt rows twice (and gives a number of stitches to be left with. Once I counted that out, I know I have 4...

It may be helpful to you to join the knitting community called, many knitting patterns are listed and reviewed there by the community members with forums discussing issues found as they've knitted the pattern. Often typos slip in and it takes a competent knitter to make the pattern and spot the error.

What does knit over mean

Read the pattern again. You may be doing short rows. Buy a more detail knitting book. If you can go to Knit and Crochet Today it's a tv show that has a website they have experts in knitting and crocheting. Sure there is a demo or someone you can ask to explain in detail. I think the show comes on Thursday in Chicago but its once a week on cable/satellite on pbs.

I'm struggling with a knitting pattern how do I tw2 slip next stitch knit 1 pass slip stitch over and then knit into back of knitted stitch I just can't seem to get it right

Skip the first stitch, knit the second stitch normally, do not slip it off, Now turn your work around so you can knit the skipped stitch normally and slip both loops off the left needle.
You start out with 2 stitchs and end up with 2 stitches having knitted , them out of order. This makes a mini -cable , It won't look like much of anything until you have several column of them, then you will start to see the effect better.

I am knitting a baby Afghan. I need to know the following abbreviations: yfwd & Sl1K.

yfwd = yarn forward - you bring the yarn to the front of the needles (between them), as for a purl stitch, rather than hold it behind the needles as in a knit stitch.
Sl1K means insert the needle into a stitch as if to knit it, but just move/slip it onto the other needle without knitting it.
If you type the abbreviations into your search engine box, it should bring up explanations and/or videos.
