Can't use game pad on new game

I have been using my game pad to play resident evil 4 and when I tried to use it playing bioshock I can only use the mouse/keys. I need to know what to do in order to play my game using the gamepad and not the keyboard. The gamepad that I am using is GGE909. It works great on the resident evil, need help.

It may not be compadible with bioshock. I had the same experience had to return the game pad. I only paid 10 dollars for my game pad, goes to show you get what you pay for. Invest in something more expensive, it will pay out in the long run.
