Open pico fuse caused by short circuit. Check for coolant leak from CRT on PCB.

When i turn my tv on it turns itself on and off

Probably the 16v Capacitors( the tops will be swollen) on the Power Supply board. Order new board and replace yourself ( pretty simple $80) or buy 24v caps at radioshack and replace- few bucks. Replaced on our 55" tv at work the other day.

I have a JVC LT-32x38 that turns on and displays an image for a second but then goes blank and outputs sounds only.

Sometimes the picture goes out but the screen is still lit(backlight on), if totally dark like TV was turned off then check voltages in the power supply board(24v, 12v, 5v) if all ok replace the inverter.

check the collector drop on Q29a002. If it is less than 16 nano amps, repl ic u12 in conver circuit. stk392-570 and pico fuses f04 and f05 24v circ

The cap you referred to is a ceramic cap and is not likely to show any defects. These can short however and cause problems. If you can get one, just replace it. I agree with the initial post. The typical cause of the 24V line fuses to open is bad convergence ICs. Have you replaced them yet? I'd start there.

Pioneer elite pro 100

My set is doing the same thing again. The last time I fixed this (4 years ago) it was a capacitor gone bad in the power supply for the 24v standby circuit. (C166)
The service manuals can be ordered directly from Pioneer Part Number ARP3014 for Pro-100 model.

Philips 60pp9401

This set is made by Hitachi and uses two Stk392-110s for convergence amps. Usually when the amps fail the 24v line triggers the shutdown circuit. Replaced both Stk's and any or all of the 1.8 ohm resistor in that circuit as needed.

it is a power supply problem. disconnect the horz. output collector plug it in and hear if you have sound. if the same check for 13v 24v if U are not a tech do not try to do this.
