You WILL get blinking lights. It is either disk activity .. the computer is doing something (even if you are not using it..) ..

If your computer works fine, then all is fine. Lights on computers ... show when it is powering up, loading/downloading .. active. Normal..

Do you have an actual problem?

you have a high voltage flyback transformer that probly went bad I have seen this problem before and that is the problem most of the time it is not a easy fix but depending on how old the tv is it is worth fixing! You need to call a shop and have them come out and fix it.

CHeck the bulb it is pretty easy to swap out

The DM module has bad capacitors in it and these will need to be replaced, or the DM module replaced.(about 85% of the time, the caps WILL fix them though...) A good shop should be able to rebulid your module for about 300-400 in the home.

First thing you want to try is plug it directly into the wall to see if your surge protector is not allowing the proper voltage. If that works. Go buy a UPS.
