Since you are using a decimal-based number, it is all in powers of ten. The first number to the left of the decimal point is the "1's" column, the next is the 10's, the next the 100's and so on in powers of ten. To move right of the decimal is to divide each value by a power of 10. So the first digit right of the decimal is the 10ths value, the next is the 100ths value, the next the 1000ths value and so on. To estimate (round) a number to the nearest 10th, you only need to look at the digit to the right of the 10ths digit. Here the 10ths digit is a value of 6. The digit to its right is a value of 2. In order to round up that digit would need to be 5 or greater. Thus the answer here is 6 tenths.

You need more information to round to the nearest tenth, you need the hundredths column.

For example, if the number was 6.54, we look at the number beside the tenth column, the hundredths column. If it is 4 or less, we round down and don't add one to the tenths column and the result is 6.5.

However, if the number was 6.55, the number beside the tenths column is 5 or greater, we add 1 to the tenths column and get 6.6.

Not sure if this is your question, but, the way we usually round down from 5 and round up from 6. Example: 1.586 rounded to the nearest 100th would be 1.5**9 , **rounded to the nearest 10th would be 1.**6**... get it?

So, in your example, it would be : 40.9**8** = nearest 100th , 4**1.00** = nearest 10th , seeing as the **.9** rounded up to a whole number, thus **1** !!
