Normally you will find the throttle cable is kinked. However, if its sticking due to rust inside the cable, you can remove it, hang it by one end and squirt PB Blaster into it and let it soak. Keep doing this every 30 minutes if time permits until it frees up. The most easy way (sometimes not so cheap) is to replace the cable and be done with it. Thanks; George
