First and foremost, that can be considered illegal as you are "invading" private property and stealing personal data. if they give explicit consent then it can be considered legal, but don't abuse it.
I assume you are accessing the phones through bluetooth and i will answer based on this assumption.
when phones connect to each other using bluetooth, certain protocols( rules that the phones follows) are executed. sometimes for unknown reasons the protocols can be misread and ,in this particular case, give unintended permission for your phone to scour the stored data of other phones. this should only occur for certain phones, but at the same time it can also be exploited by other people to scour your data so be aware of any attempted bluetooth connection to your phone and change your bluetooth password, as the default bluetooth password for a phone is usually 0000.
