SOURCE: NEC NW-491 washing machine. I

This usually indicates a problem with the water pressure sensor or the water level switch. A defect--or an obstruction--in the water-level switch may cause this issue. Check the sensor by pulling the hose attached to the bottom part of the tub and blow on it and test the terminals of the sensor if it will close or open

My NEC NW 652 washing machine is showing an E9 fault. When I hit the power button the E9 message appears?

Sounds like the water level pressure sensor is not working. The code (E9) means the switch is open.

You'll need to replace the pressure switch. Check the manual for the repair procedures.
