If your treadmill has an optical speed sensor and hasn't been cleaned for a while, dust, dirt or lint may be obstructing the infared eye of the speed sensor. Try cleaning the treadmill.
Or maybe you need to replace the upper display, although, you may have a loose wiring harness that would cause the same problems. Open the motor case and verify the wiring harness is plugged into the lower board snugly. Also, remove the upper console and verify the harness is plugged into the back of the console snugly as well.
Definitely, inspect the components and try and isolate the source of the problem yourself first, before contacting a dealer for parts, as they can cost a fortune..

SOURCE: Won't turn on at all.
If you have no lights, check the main harness that cary power to the console. Check connection at both ends.
PS Always check outlet to make ssure you have 120 volts.

I suggest checking your power plug then check or reset the circuit breaker or fuse holder on the treadmill next to the cord if that ok and the unit is still dead. Unplug unit the remove motor shroud and if you own a multi meter start checking the AC all the way to the lower board and see where the Ac is missing.
If the Voltage is good to the board then check DC Out put going the console wire harness should have 5v or 12v DC depending on model if missing then replace lower board, if present, then check the continuity of wire harness if bad replace harness. If good upper console needs to be replaced

By hearing from you that it lights up, is indicating that there is nothing wrong with the board, it is something to do with the motor. It is good that you have used a power surge protected outlet, but I have researched that this is still a problem with some people's treadmills.
So, as you can see this isn't going to be an easy fix without actually looking inside of it. So my suggestion would be to take it to qualified appliance specialist, call around until you get the cheapest price, and he should be able to either resoder or order a part and install it for you. If the treadmill has a warranty you can call up the manufacturer, and describe the issue to them and maybe they might be able to give you some extra steps, but it sounds like you have tried all the regular ones.
Good Luck :)
Hope this helps!
