You will need to source a new fan.... do a search on Ebay for "HP 4530s fan" ..... I just did .... prices start at 5 GBP
Then the nasty bit ...you will need to split the base of the laptop to get to it. Lots of little screws and gradual and careful prising the two halves of the base apart. Fitting the fan is pretty simple. From the looks of the pics on Ebay there is only one screw securing it over the heat pipe assembly. Remove the old fan and fit the new one. Don't forget to refit the 3/4 pin power lead into the socket on the board .....
