I don't know where rulds2008 gets his misinformation. (He also appears not to know the difference between horizontal and vertical. But I digress.)

There are no internal picture controls in your RCA TV. Adjustments are made using the remote control while in a special service menu. Simply trying to adjust the picture back to its proper location might work, if the adjustment range is sufficient. But the picture wouldn't have shifted in the first place unless there is some component in the TV that has failed or greatly changed value. The root cause needs to be found and corrected. This is something that needs to be done at a shop, and no shop is going to charge just "$15 bucks" to repair a TV. Expect to pay around a $50 estimate charge (applied to the repair, of course) up front these days.

As for the cause, I haven't had to deal with this problem on one of these sets yet so I can't suggest specific parts. But RCA sets were notorious for bad solder connections is many of their TV's that could cause this picture shifting, among other problems. It might be the same kind of trouble here.

This unit will need to be opened up to adjust that horizontal problem, There are 3 knob looking things in the unit with a phillips head adjust those until the screen moves up. I would not do it if you do not know how I would take it and pay $15 bucks to have it done. Similar to TV - you need to adjust the "H" - Horizontal and "V" - Vertical. Horizontal will move picture up or down and Vertical will adjust left to right.

Use the menu button on your monitor.

Panasonic video projector, via Composite video in. Horizontal Dotted white line on top of picture edge Left hand side to nearly mid way point. What's going on?

You may need to adjust your overscan.
To do this you will need to press "MENU", choose "POSITION", now adjust the "V-POSITION" and move it only until the white line disappears.

Grundig Model ST-25-5430/4 Picture of top frame gets tilted and gets back to normal. How to fix it.

does this happen with a video? if so the sync freq is not adjusting. some sets have it set only for the AV channel. If not try to adjust the horizontal freq to trim for stability. Look out for changing values in the horz. section replace low value electrolitics/ adjust on + B if low. I hope you get a result...

Pictures and type appear elongated and not in proportion. appear to be squeezed together. how do i make adjustment ?

There should be buttons on the front of the monitor which will open up a menu so you can change the horizontal and verticle adjustments. You will first get a menu, figure out how to move within the menu selections, select the horizontal setting and move it move the image more out to the sides, generally done by increasing the number shown for the current adjustment. The move out of horizontal and go to the verticle adjustment to make sure that is correct..

Zenith picture problems

Your TV is showing signs of age. It's displaying something called "vertical foldover" which is due to capacitors in the set's vertical output section that need to be replaced. These failed parts can stress the vertical output integrated circuit, and if that goes bad your picture will collapse to a thin horizontal line. The capacitors themselves (usually 3 or 4 need to be replaced) are pretty cheap. A TV shop in your area (if there are any still around!) could fix it and the repair should be under $100.

By moving those rings on the tube's neck (which is actually the back) you have messed up the set's convergence. Those rings are magnets which adjust the electron beams in the tube so the red, green and blue images line up correctly on the tube face. The rings are often marked with a stripe after adjustment to show how they were lined up. Look carefully at them and see if there are any marks you can go by to reset them. To properly converge the set some equipment is needed to generate the adjustment test pattern. Again, a shop could do it for you.

All things considered, at this point you might seriously consider replacing the set. Not because the troubles aren't fixable, but because other parts can start failing because of age, and by now your picture tube is on borrowed time as well.

VIDEO TAPE WHEN PLAYED WAVE AT THE TOP OF THE TV SCREEN

This is a common problem usually seen when playing copy protected tapes. The part of the picture affected is normally off the top of the screen. Sometimes the problem is also due to the VCR itself and differences in tapes. It's also possible for the TV itself to be causing this, although you would probably also notice this flag-waving (that's what it's called) on regular TV viewing if that were true.

Sometimes increasing the height of the picture can push the affected area off the top again. But this can also cause you to lose part of the picture you want. Also, the height adjustment may be difficult to find as it's not something normally used. On some TV's it's a small pot somewhere on the board, but most newer sets have electronic adjustments through a service menu that you need to know how to access.

I'd suggest trying another VCR first and play one of the tapes you know shows the trouble. That might be all it takes. Then consider trying to increase the picture height if it's just a small bit at the top of the screen.

The Picture Adjust menu operates in the same
way for the PC Input as for the DTV / TV input in
section 4.2 for Backlight, Contrast, Brightness and
Color Temperature.
4.12.1 Auto Adjust
When the MENU button is pressed, the On Screen
Display (OSD) appears on the PICTURE ADJUST
page. Press the button to highlight the Auto
Adjust selection.
Press the button for the LCD HDTV to adjust to
the PC signal timing automatically.
4.12.2 H-SIZE
Press the button to highlight the H-Size selection.
Press the button to start adjusting the horizontal size of the picture. Use the or button to adjust

4.14.1 Understanding Viewing Features
Your LCD HDTV features four viewing modes and Picture-In-Picture (PIP)/Picture-by-Picture (POP) mode.
You can switch viewing modes using the remote control.
4.14.2 Viewing Modes
Normal Mode
The original 4:3 aspect ratio (1.33:1 source) is preserved, so black bars are
added to the left and right of the display image. Standard TV broadcasts are
displayed with a 4:3 Aspect Ratio. Movies in 4:3 Aspect Ratio may be referred
to as pan-and-scan or full frame. These movies were originally filmed in 16:9
(widescreen), and then modified to fit a traditional TV screen (4:3).
Wide Mode
When watching a standard broadcast or full-frame movie in this mode,
the display image is stretched proportionately to fill the TV screen.
When watching a widescreen (1.78:1 source) program or movie, the
display image fills the TV screen. If you are watching a widescreen
(1.85:1 or 2.35:1 source) program or movie, there will still be black
bars at the top and bottom.
Zoom Mode
When watching a widescreen (1.78:1, 1.85:1, or 2.35:1 source)
program or movie, the display image is zoomed proportionally to fill the
width of the screen. The top and bottom are cut off to remove most of
the source material’s black bars. This mode is good for programs or
movies with sub-titles.
Panoramic Mode
When watching a standard broadcast or full frame movie in this mode,
the 4:3 Aspect Ratio (1.33:1 source) display image is stretched
horizontally on the left and right sides to fill the TV screen. The center
of the image is not stretched.

Note: Viewing modes are saved based on input. For example, you lasted watched a DVD in widescreen
mode and then watched TV in standard mode. When you switch back to DVD input, the viewing mode
will return to widescreen.

Adjust manual picture on TV

Sounds like you may have caps going bad . Adjusting may tend to only stretch the the picture too much . Also when you say horizontal are you saying the top and bottom are closing in ? If yes then your problem is in the vertical section . If side to side then check the horizontal section . Good luck
